Webb attempts to keep the energy output for the power grid under control with his team.
Glottage refuses to enforce a blackout.
Webb finds out that he has to sacrifice one of his staff members. He speaks to Silverwood, proposing that it should be Moss. Silverwood tells him that the team refuses to sacrifice anyone for 200 kilowatt hours.
Webb and his team refuse to follow orders, staging a rebellion. They take the control centre out, taking the power grid offline. They are inspired by the events at Fenton Power Plant.
The chaos they produce results in mass rioting in Glottage.
They are met by the lawful authorities and the power grid is turned back on.[1]
